Planning Framework

Master Plan & TP Schemes

Dholera is not a single project — it is a statutory planning area developed in phases through sanctioned Town Planning (TP) Schemes. Understanding which phase and which TP scheme a plot falls in is the single most useful thing a buyer can learn.

How the Region Is Phased

1

Notified Region

Dholera SIR covers roughly 920 sq km across 22 villages of Dholera taluka in Ahmedabad district, Gujarat.

2

Developable Area under TP Schemes

Town Planning Schemes 1 to 6 cover about 422 sq km; the balance includes coastal regulation zone and non-developable land.

3

Phase I

About 153 sq km covering TP Schemes 1 and 2 is taken up as the first development phase.

4

Activation Area

Around 22.5 sq km inside TP Schemes 2A and 4 received trunk infrastructure first and is the most developed pocket today.

5

Construction Underway

Development has been initiated across roughly 2,250 hectares of industrial and residential zones.

Land-Use Zoning

Every parcel in the plan carries a designated use. Zoning decides what can legally be built — and therefore who will want the plot later.

Industrial

Large contiguous parcels for manufacturing, semiconductors, electronics and allied units.

Residential

Planned neighbourhoods with plotted development, group housing and social infrastructure.

Commercial / City Centre

Offices, retail and hospitality zones around the main city core.

Knowledge & Institutional

Education, research, healthcare and training campuses.

Logistics & Warehousing

Freight-linked zones positioned for corridor and port movement.

Recreation & Green

Parks, water bodies, buffers and open space woven through the grid.

What a TP Scheme Means for You

In a TP scheme, original land holdings are reconstituted into planned "final plots" with defined road access, plot shapes and reserved land for public purposes. Once the scheme is sanctioned, your plot exists on an official planning record, not just a developer layout.

Practical checklist before buying: the TP scheme number, the final plot number, the sanctioned land use, road access as per the scheme, title documents, and non-agricultural status where applicable.

Land in a notified but not-yet-sanctioned area can still change in shape or access. That risk is not always visible in a marketing map, which is why we insist on document verification for every listing we represent.

Figures are as published in public government planning material and are indicative. Plans and phases are subject to government revision and approvals.
