Dholera SIR

The Activation Area, Explained

Dholera SIR spans roughly 920 sq km. Rather than developing all of it at once, the government prioritised a compact zone of about 22.5 sq km — the Activation Area, located within Town Planning Schemes 2A and 4 — to receive trunk infrastructure first. For a buyer, this is the part of Dholera where development is most visible on the ground today.

Why the Activation Area Comes First

Greenfield cities fail when plots are sold before services arrive. Dholera's plan inverts that order: the Activation Area receives roads, water, drainage, power and digital infrastructure first, so industrial and residential users can occupy plots with services already at the boundary.

Trunk infrastructure for the Activation Area was approved and funded at the national level under the Delhi–Mumbai Industrial Corridor programme, and construction has been initiated across roughly 2,250 hectares of industrial and residential zones inside the wider planning area.

Because the Activation Area sits inside sanctioned TP Schemes, plot boundaries, road alignments and land-use are already defined on record — an important difference from buying unplanned agricultural land on the periphery.

Road Network

Planned grid of arterial and sub-arterial roads with dedicated pedestrian and cycle provisions, built ahead of plot development.

Water & Drainage

Water supply lines, storm-water drainage and sewage networks laid as part of the Phase-I trunk infrastructure package.

Power Supply

Distribution network operated under a licensed distributor for the SIR area, designed for industrial and residential loads.

ICT Backbone

Fibre and smart-city ICT ducting integrated into the utility corridors rather than retrofitted later.

ABCD Building

The Administrative & Business Centre for Dholera is complete and houses the City Integrated Operations Centre and an experience zone.

Utility Corridors

Services are grouped in common corridors so that future upgrades do not require digging up finished roads.

What This Means for an Investor

  • Proximity matters. Plots closer to the Activation Area and its road network are serviced earlier than land in later phases.
  • Ask for the TP scheme and final plot number. A sanctioned TP scheme reference is stronger evidence of planning status than a brochure map.
  • Match your horizon to the phase. Activation Area adjacency suits medium-term holding; outer phases are longer-dated.
  • Verify before you pay. Title, non-agricultural status and approvals should be checked independently for every plot.
